Paint conditoner slows down the drying process. Floetrol slows down evaporation of waterbased Paint. Owatrol slows down oxidation of oíl based paint. Both products maintain the integrity of the Paint, whereas wáter or mineral spirits, both used to ease flow, degrade the quality.
As an aside, Instead of Air con to keep us cool while heating the sky, think about creating venturi effect. No power required.
